Its a dual scam with Cosmas pet delivery (cosmaspetdelivery.com)
Bright spot savannah sells you an imaginary cat and uses the delivery company.
1-2 days after cosmaspetdelivery.com send you an email requesting a refundable assurance fee or your cat will be confiscated.

They actually claim that the SPCA set this up to prevent animal abuse.
